About the NAC

The National Accuracy Clearinghouse (NAC) is a contributory solution designed to assist states with the identification and prevention of dual participation across their Health and Human Services Programs. The NAC was developed through a grant from the United States Department of Agriculture (USDA), Food and Nutrition Service (FNS). The participating states include Alabama, Florida, Georgia, Louisiana and Mississippi. The NAC multi-state contributory solution model was designed with the vision of expansion nationwide, and is currently expanding into other programs, including Medicaid, Children’s Health Insurance Program (“CHIP”), Temporary Assistance for Needy Families (TANF), Woman Infant Children (WIC), Child and Family Services, and Child Nutrition.

The NAC is an effective solution that allows states the opportunity to improve program integrity by preventing the issuance of benefits to applicants that are already receiving benefits in another state. This is accomplished by identifying dual or multi-state participation among the participating states and programs prior to application finalization; thereby eliminating the pay and chase model. As a result, states can identify and pursue determinations at the point of application – moving from reactive to proactive detection.

The NAC Solution uses an innovative approach based on LexisNexis High Performance Computing Cluster (HPCC Systems®) technology that provides the means to uniquely and accurately resolve the identities of applicants and recipients, quickly determining if they are receiving benefits in another state. Participating states receive real-time results showing matches resulting from a comparison of their applicant/recipient data with the contributory information from the participating NAC states.

The LexisNexis team provides oversight and maintains a powerful solution for the participating states. We work with the Consortium to continuously measure and evaluate the savings of the NAC.

Looking ahead to expansion, LexisNexis developed the National Accuracy Clearinghouse to support the complexities of multiple programs and additional states, as well as the need to streamline and improve existing processes. Additional capabilities have been built to expand the scope of the solution to provide greater value in areas including identity management, eligibility determination and fraud detection.
